Scotty began in an entry-level position in Pharmacy and advanced through expanding responsibilities in Education and the Health Information Technology Department. His work grew from administrative support and database development into an RPMS Specialist role, followed by service as an IHS EHR Statewide Healthcare Instructor, supporting clinical and technical learning across Alaska.

This progression brought a steadily broader understanding of electronic health records and how healthcare organizations operate—from inpatient and outpatient services to the relationships between departments, technology, and leadership. Alongside hands-on work and continued education, participation in the L.E.A.D. program and exposure to executive and health board meetings deepened his understanding of organizational decision-making. Each stage connected new technical knowledge with the practical needs of the people delivering and supporting care.

Santo Domingo Health Center

Advanced from RPMS Database Administrator to HIMS Director within three months, while retaining responsibility for the clinical database transition. Also served as the organization’s Privacy Officer.

Built departmental infrastructure and helped coordinate the systems supporting a period of physical expansion and broader healthcare services. This work connected technology, staff responsibilities, and the needs of a growing organization.

Coordinated the transition from an externally managed federal environment to a new, locally managed tribal EHR/database environment in 18 months against a 24-month plan—six months ahead of the planned timeline.
